Rain might interfere with their ability to reliably solidify their ectoplasm. (Or they might just not want to get their sheets wet)

Runny ectoplasm is to be avoided at all costs - it makes a ghost far less effective when combating ghostbusters, exorcists, and most dangerous of all: drunken Taoist monks armed with sticky rice.
